Mandate:

       The City of San Carlos was established through Republic Act No. 4487 dated 19 June 1965 otherwise known as the Charter of the City of San Carlos in Pangasinan and further strengthened by the enactment of Republic Act No. 7160 otherwise known as the Local Government Code of 1991.

      The city shall deliver basic service in accordance with the governing principles of integrity, responsiveness, accountability, and transparency to the industrious people of San Carlos and fuel their access to the same and ensure that the needy sectors may feel the socio-economic effect of the various plans, programs, and projects that espouse participatory governance, and safeguard law and order, social protection, environment management, disaster preparedness, risk and crisis management, and economic sustainability.
